Abstract
Classification-based forest management reform is the leading force in the promotion of forestry development,the basis of implementing the "two fundamental transitions" that are from the centrally planned economy to a market economy of forestry and from extensive to intensive management, and the basis of establishing the two forestry systems that are forest ecological management system and forest industrial system. In order to achieve these goals, an idea of classification is required especially in collective forest areas. The establishment of a compensation system for non-commercial forest is a top priority in the classification process. Conflicts are bound to occur if farmers suffer economic losses when all or part of the forests they manage are converted to non-commercial forests. Some suggestions and recommendations to further promotion of the reform in this region are made in the paper.
